Bali:
September marks the end of peak tourist season on the island, when temperatures hit a steady 30-32°C, humidity dips and there is very little rain. The beaches are still busy this month as tourists flock to the warm tropical seas and cool themselves in a sea breeze. The dry spell provides visitors with an excellent opportunity to explore the island's hilly interior and even take a trek up the volcanic Gunung Batur.

Cambodia:
September is one of the wetter months in the Cambodian calendar but rain here never lasts for longer than a couple of hours. The Angkor complex has a very different atmosphere at this time of year as visitor numbers are at their lowest and the moats full of water. The Cambodian coast is not at its best in September, and the sea can be rough if you are trying to visit the nearby islands, but you'll still see the sun.
September/October is the time of year for the P'Chum Ben Festival during which respect is paid to the dead via offerings left with the monks at the temples.

Hong Kong:
September brings the end of the rainy season to the city and the start of a cool-down. It's still a hot, sticky month in Hong Kong with plenty of sunshine on offer between the showers so a good time to shun any rushing around the city in favour of a swim at the beach. Tropical storms are still a possibility.

Laos:
The monsoon rains start to disappear in September but they can still be heavy at times between long bouts of sunshine. Travel around the country is more difficult in the wet season, especially in the mountains and the far south. Temperatures remain high throughout the month.
The Bouk Ok Pansa festival in September marks the end of Buddhist lent and the end of the wet season with races along the Mekong River and offering delivered to the temples.

Malaysia:
The peak summer season is drawing to an end but this is still a good month to visit the east coast. Showers will be encountered elsewhere but they will be brief and a pleasant relief from the heat.
Hari Raya Puasa marks the end of the Islamic month of Ramadam and Muslims in Malaysia head off to their families in September or October to feast and celebrate.
